Don't check api.json files into git (#3565)
These were needed when the docs lived in a different repo, but they
don't any more so we can get rid of them.

Add yarn immutable check to pre-commit. (#3218)
Right now if you add some dependencies in one of the `package.json`
files, but forget to install them, your [build will
fail](https://github.com/tldraw/tldraw/actions/runs/8346008840/job/22842259795?pr=3217#step:3:82)
since we have a check for that in CI. Might be nice to have an early
warning for that in the `pre-commit`?

Adds around 1s to pre-commit.

tooling: notify team members if package.json/yarn has been updated (#2972)
This is a team tooling thing to let each other know if `yarn` needs to
be run upon checkout of a branch.

Fix VS Code commits failing on bublic? (#1680)
This PR should fix commits failing with the VS Code / Github Desktop ui
~~and help steve to stop using "ok" as a commit message~~

add docs for TLShapeUtil (#1215)
This PR adds docs for the methods in the TLShapeUtil class.
I think that it's a good page to have docs on, as it shows people what's
possible with the custom shape API.

Currently, our docs are not showing `@param` info for lots of methods,
including the ones added in this PR.
I'll do fix for that in a follow-up PR, so that it's easier to review.

Note: Moving forward, we probably want to consider **_where_** these
docs are shown, and how we achieve that.

For example, do we put the docs for these methods in:
* The docs page for the `TLShapeUtil` class?
* The docs pages for the handler types, eg:
[`OnResizeHandler`](http://localhost:3000/gen/editor/OnResizeHandler-type)?
* Both?

Right now, I opted for putting them in the the TLShapeUtil class, as it
keeps them all in one place, and it's what we already do for some
others.

We should consider both - what works best for the docs? and what works
best for code editors?

This PR also includes a fix to our pre-commit step that @SomeHats did.
