fix: Fix registration status verification logic 
Updates registration completion check to validate
that the status is 'STATUS_STARTED' instead of
'STATUS_REQUESTED'. This corrects the flow for
properly handling completed registrations.

This change ensures users with started registrations
are processed correctly.
