Replace newTranslatableError with UserFriendlyError (#10440
* Introduce UserFriendlyError

* Replace newTranslatableError with UserFriendlyError

* Remove ITranslatableError

* Fix up some strict lints

* Document when we/why we can remove

* Update matrix-web-i18n

Includes changes to find `new UserFriendlyError`,
