Avoid looking up settings during timeline rendering (#8313)
* Avoid showHiddenEventsInTimeline lookups

* Avoid MSC3531 feature lookups

* Test that showHiddenEventsInTimeline doesn't get looked up while
rendering

* Fix code review nits
