Some of the tests were flaking. Our best guess is that it's failing to track
some events due to false positives in the Bloom filter used to guard against
double-reporting. So we add a flag to disable using that in tests (except for
tests that test that functionality).

* Element-R: pass pickleKey in as raw key for indexeddb encryption
Currently, we pass the `pickleKey` to the rust library for use as a passphrase
for encrypting its crypto store. The Rust libary then passes that passphrase
through 200000 rounds of PBKDF2 to generate an encryption key, which is
(deliberately) slow.
However, the pickleKey is actually 32 bytes of random data (base64-encoded). By
passing the raw key into the rust library, we can therefore save the PBKDF
operation.
Backwards-compatibility with existing sessions is maintained, because if the
rust library discovers that the store was previously encrypted with a key based
on a PBKDF, it will re-base64 and PBKDF the key we provide, thus reconstructing
the right key.

* Move the TAC to above the button
This isn't what the designs say, but there is a (bug/feature)* in
radix where it will turn a mouseup event within the menu into a
click so that it activates the menu option that's under your cursor
when you lift the button, even if you pressed the button down on
a different item. Unfortunately it forgot to check that the mouse
down happened in the menu, so if the menu appears under the cursor,
the cursor, it will immediately select whatever option appeared under
the cursor.
I think the simplest solution here is to just move the menu above the
TAC button. This also makes it consistent† with quick settings.

This changes the styles of buttons, other form controls, and tabs in settings to:
1. Improve their usage of semantic colors, so that they adapt correctly to custom themes
2. Make them more visually coherent with the new Compound design system, as we integrate more of it into the app
This is a re-introduction of https://github.com/matrix-org/matrix-react-sdk/pull/12241 with the difference that we're now using our branding colors again on form colors, and buttons have become rounded to match the appearance of new Compound buttons.
If auto-rageshake-on-UISI is enabled, then when we get a UISI we send the sender a to-device message asking them to also rageshake. Unfortunately, the logic to do so has been broken since c30b263.
Also a few other minor cleanups while we're here.

Move the server versions check to each time we reconnect to the server
rather than the first time,although, as per comment it will still only
trigger the first time, but it will avoid us awaiting and mean we know
we're connected to the server when we try, and get automatic retries.

The "accent" color variable is something we should generally not use anymore: it maps to a Compound text token, which makes its semantics inappropriate for icons and backgrounds, and it clashes with the primary colors present on the Compound components we're now bringing into the app. As discussed with design, we would like to phase out its usage on interactive components in favor of the correct icon and background colors from Compound. This is a best-effort attempt at applying new colors to all the major places that we were previously using "accent": mainly, buttons and form controls are affected.
