Add logging to encryption setup ()

* Add logging to `getSecretStorageKey`

* Replace call to deprecated MatrixClient.hasSecretStorageKey

* Add/improve logging in `accessSecretStorage`

* Add/improve logging in SetupEncryptionStore.usePassPhrase
