80c61c161a treewide: use wpad-basic for not small flash targets
Add out of the box support for 802.11r and 802.11w to all targets not
suffering from small flash.

aafc3092e2 ixp4xx: use usb-*-pci where appropriate
Most boards use pci connected usb controllers, so make sure to include
the pci drivers.
