This seems to occur when gettext-full is built on the host-side
and the autoreconf stuff re-generates some of the build files,
except for the po/Makefile.in.in

Invert the `__GLIBC__` guards into `!__UCLIBC__` ones to avoid
invalid references to `_llseek` on musl.
