10aa09b731 ralink: MT7621 add i2c controller driver

d973d160bf include/image.mk: define variable FILESYSTEM 
Set it to the filesystem which is build. mktplinkfw need to know which filesystem
is used.
FILESYSTEM can be squashfs, jffs2-64k, ...
