e52b720870 gcc: move the optimized assembler helpers back into the static libgcc and skip relinking for this arch. due to relocation constraints, the assembler functions cannot be in the shared libgcc and must always be linked in statically

fff328fd41 toolchain/gcc (linaro): fix extension elimination optimization 
This applies Richard Sandiford's patch for Linaro GCC as an alternative to disabling the Linaro-specific extension elimination optimization altogether.

a3989e3dbd We use different toolchain directories for different ARM archs, so we should set the default arch of gcc to reflect this. 
This enables EABI support for armv4 CPUs.
