ath10k-ct: Update to 29-09-2018

Update ath10k-ct to be able to drop 210-ath10k-fix-recent-bandwidth-conversion-bug.patch
as its upstream.

b9989fbd5d6e ath10k-ct: Add upstream patch to fix peer rate reporting.

Runtime tested on:
