iproute2: tc cake qdisc add nat, docsis & ptm modes

Add cake nat de-masquerading mode: nat, nonat.
Also docsis & ptm overhead related keywords: nat, nonat,
ptm, docsis-downstream-ip, docsis-downstream, docsis-upstream-ip
& docsis-upstream.
