Subject: [PATCH] net: phy: restart phy autonegotiation after EEE

advertisment change

|
When the EEE advertisment is changed, we should restart autonegotiation
|
|
to update the link partner with the new EEE settings. Add this trigger
|
|
but only if the advertisment has changed.
