dnsmasq: use ubus signalling in ntp hotplug script
Use ubus process signalling instead of 'kill pidof dnsmasq' for SIGHUP signalling to dnsmasq when ntp says time is valid. Signed-off-by: Kevin Darbyshire-Bryant <kevin@darbyshire-bryant.me.uk>
