netdevices.mk: add hwmon to IGB and IXGBE drivers

Off-chip NICs can run hotter than the CPU, so they're definitely
worth instrumenting.

Adding hardware monitoring increases by ~3744 and ~2672 bytes,
respectively, the sizes of the igb.ko and ixgbe.ko drivers.
