package/libs/zlib: new package zlib-dev

The patch adds a new package zlib-dev. It contains all files needed for
compiling a program using the zlib library:

/usr/include/zconf.h
/usr/include/zlib.h
/usr/lib/libz.a
/usr/lib/pkgconfig/zlib.pc
